2.4.1 Terms of Reference for Integrated Working Board |
SCOPE OF THIS CHAPTER
The purpose of the Integrated Working Board is to have a strategic multi agency representative group to overview the provision and leadership of integrated services in the delivery of the Every Child Matters outcomes.
This is a new chapter for January 2011.

2. Frequency of Meetings
6 Weekly.
3. Quorate
3 organisations must be represented.
4. Chair
The chairing of the group will be on a rotational basis.
5. Objectives
- To improve integrated working at operational and strategic level.
- To improve and develop communication strategies
- To identify areas of effective integrated working and help to support best practice across Children Centre areas.
- To progress joint decision making processes regarding operational delivery of children’s services in localities.
- To identify and manage organisational risks in the delivery of services
- To develop a shared governance process in the planning and delivery of services
- To understand organisational challenges in the delivery of services
- To work in partnership in response to opportunities and challenges for respective organisations
- To examine Kirklees multi agency data to review progress
- Monitor and evaluate action plans, to ensure service delivery is being achieved against shared performance indicators
- To enable and action priorities brought to the attention of the board by the integrated working groups
- Joint Workforce planning
Terms of Reference will be reviewed in 12 months.
6. Locality Integrated Working Groups for Children Under 5 and their Families
6.1 Purpose
The purpose of the Integrated Working Groups is to have a multi agency representative group to overview the provision of leadership and integrated services in the delivery of the Every Child Matters outcomes – for children and families aged pre birth – 5 years.
6.2 Membership
To include:
- Sure Start Children’s Centre Locality Manager
- Locality Manager – PCT
- Health Visitor Team Leader
- Midwife Locality representative
- Sure Start Family Support Manager
- Children’s Centre Managers
- Early Years Consultant
Invited Members on occasional basis to inform forward planning and decision Making: all listed are to receive minutes from each meeting listed below:
- Voluntary Sector
- Safe Guarding
- Learning Service (represents Heads and Schools)
- Job Centre Plus
6.3 Frequency of Meetings
Minimum quarterly – June, October, December, March.

- Deputy Chair to be determined by the group
6.5 Objectives
- To improve integrated working at operational level and influence strategic direction
- To develop and implement a joint multi agency action plan – to set targets to achieve against shared performance indicators
- To measure impact of services for families, and to monitor evidence of output and outcomes
- To use multi agency data to identify priorities and direct resources for individual Notionanal Children’s Centre Catchment areas and the locality
- To improve and develop communication strategies
- To identify areas of effective integrated working and help to support best practise across children’s centre areas
- To progress joint decision making processes regarding operational delivery of children’s services in localities
- To identify and manage organisational risks in the delivery of services and escalate as appropriate to IWB
- To understand organisational challenges in the delivery of services (e.g. information sharing, roles and responsibilities
- To work in partnership in response to opportunities and challenges for respective organisations
